    No, It is not something that always happen.
    My friend, from another place, can upload it successfully. Yet I can not.

    case like this~
    I run a multiple-user site.
    And in profile form, I add a avatar field.
    I, use my admin account, can not upload avatar~
    he, use his account, can.

    I previously used Firefox, then I change to chrome, and it's ok~
    is it due to the Firefox?

    I am not sure. Firefox and chrome shouldn't act differently as they are the most standard browsers.
