Could you please provide me with a xml file so I can see the correct format
so the bulk product import will work properly.
That xml file I provided was converted from a cvs file.

So it appears that the problem is on our end. How can we convert a csv file
to the correctly formatted xml file so we can provide the info to put
sellers and so we can streamline the process for them?

I think you can export your file to XML format. You can export from backend as XML format.
