Product Attributes doesn't show as a drop down in front end

I've followed the instructions post here on how to add custom attributes:

When following these directions, the custom attributes doesn't become a selectable dropdown for buyers to choose from, instead it shows under the 'Additional Information' tab. How do I get the dropdown posed just above the add to cart quantity section?
