How to setup shipping correctly?

Nayem I have set the default shipping price to £4.50 for a seller. When I view the sellers product the shipping tab doesnt show any amount at all. The £4.50 does show at checkout though. Alternatively if I set the 'ship to' to UK and set a rate of £4.50 then the amount shows on the product page shipping tab but does not show in the checkout process. What is the correct way to set this up? My sellers all sell within the UK only.
