.pot files can be opened through a text editor like notepad, wordpad, notepad++ etc. But translating .pot files directly/manually with a text editor is not a good idea. Because editors like poEdit not only edits the .pot file but also compiles a .mo file. And without a .mo file your translation will not work.

So please use poEdit and follow the steps.
1. Find define('WPLANG', ''); in your wp-config.php and change this according to your language like define('WPLANG', 'bn_BD');
2. Rename the dokan.pot file according to your language like bn_BD for Bengali, en_US for American English.
3. Now open the .pot file in poEdit. If you want to translate the whole theme, you should translate one by one. But if you need to edit some specific words or sentence, hit ctrl+f (cmd+f in MAC) > write the word or sentence > search for it > translate > save.
4. After saving the document you’ll see a .mo file is there with the same name of .pot file.
