All the settings are correct and IPN is also working fine for non-recurring / one time payment options. You have to make sure that you have setup IPN for recurring payment. You can read this PayPal doc- https://developer.paypal.com/docs/classic/express-checkout/integration-guide/ECRecurringPayments/.
